On 12 January 2010 Haiti was struck by a massive earthquake which claimed around a quarter of a million lives, made over one million people homeless and left untold damage to infrastructure and the broader economy. Even before the earthquake struck, Haiti's economic and social indicators were far lower than the average for Latin America and the Caribbean. The recent years of political and economic turmoil and natural disasters have stifled most sectors of the economy, including Haiti's telecommunications sector which remains one of the least developed in the world. Reconstruction efforts will focus on a number of key infrastructure sectors, telecommunications amongst them. Investment in the telecommunications sector is likely to focus on government communication services as well as satellite and wireless broadband services. The privatisation of Teleco, which was due to be finalised on the eve that the earthquake struck, is expected to go ahead in 2010, with Viettel reaffirming its commitment to acquire the majority share in Teleco and to invest in a fibre optic network. Market highlights: In early 2010, Haiti's fixed line teledensity remained amongst the lowest in the world, at less than 2%. On 31 December 2009 Viettel was selected as the successful bidder to acquire a 60% share in Teleco. The privatisation was on the verge of being finalised when the 12 January 2010 earthquake struck. In February Viettel reaffirmed its commitment to the acquisition of the majority share and to investment in a new fibre optic network. The mobile networks all suffered damage from the earthquake, with the market leader Digicel losing approximately 30% of its cell sites. Haitel was largely spared as it utilises large cell towers built to withstand hurricanes and earthquakes. Comcel's network was at least 70% operational within two days following the quake. During the relief effort, approximately 100 satellite receivers were brought to the country, along with at least ten WiMAX base stations and a Qualcomm Deployable Base Station for mobile communications. The telecommunications sector, along with most of the economy, is expected to be sluggish during 2010 due to the damage wrought by the earthquake. However, the UN and major partners have pledged over US$10 billion for reconstruction over the next three years, with a major priority to infrastructure including the telecommunications sector.
